I think that block users engaged in vandalism and spam, today, is kind of pointless. Because most accounts are created by bots and never used again. So... our main concern is to prevent them to do much damage before we see - and to see it fast.

I wonder if is there some feature that allows new users to do only 3 or 4 editions before being "approved" as new members. So guys like the recent vandal could only clean 3 or 4 pages before being blocked. Other - normal users - would do 3 or 4 normal editions like speling corrections, or adding to page contents or what, and then an admin see is a valid contributor and approve.

I also believe such feature is not avaliable today cause in wikipedia it would be unpopular. But i wikis similar to this, it seems to me that's interesting.

Blocking users has the advantage of also blocking IP addresses. Unless the vandals us a proxy, they will no longer be able to edit. I am investigating several options including using CAPTCHAs to distinguish human users. It may be possible to require a valid email address, but at the moment it looks like this will require modifying the mediawiki source in a non-trivial manner.
